Job Description

ABOUT INNOVATE 

INNOVATE is a five-year activity supported by USAID and implemented by Pyxera Global. It is designed to further develop and promote the ecosystem for innovative enterprises rooted in Belarus by engaging private-sector stakeholders to formulate and execute an integrated set of strategies to broaden and deepen the ecosystem for innovative Belarusian entrepreneurship. The Pyxera Global INNOVATE team is searching for a Chief of Party (CoP) to oversee the planned program through August 2025. 

PROFILE AND DESCRIPTION 

The Chief of Party will have at least ten years of demonstrated experience managing and supporting complex donor-funded development programs. This experience should be paired with deep technical expertise in economic growth, innovation, and entrepreneurship development, proven experience collaborating with a diverse set of stakeholders to ensure sustainability and alignment with strategic objectives, and agile leadership in navigating complex and dynamic sociopolitical environments through all stages of the project pipeline—from facilitating the design of a sustainable, multi-sectoral strategy to managing implementation to monitoring and evaluating outcomes for quality and compliance. Experience in managing USAID-funded initiatives is required. 

The CoP will provide overall leadership management and general technical direction for the program, working closely with partner individuals, organizations, and teams of technical experts to ensure integration, coordination, innovation, and impact across all program operation lines. The CoP will directly oversee field-level activities to ensure program goals are achieved and will assume responsibility for award management; implementation; communication with USAID and international grant recipients; and inquiry response. This position is full-time and based in Vilnius, Lithuania. 

A key principle of INNOVATE is local ownership of the activity and its outcomes. For this reason, preference will be given to local candidates from Eastern and Central Europe. 

Note: This is a key personnel position, and hiring is contingent upon USAID approval of the applicant’s candidacy. 

Requirements

KEY POSITION RESPONSIBILITIES  

  • Direct and troubleshoot program planning, strategy, implementation, and administration; operations development and management; and budget development and fiscal management processes  
  • Ensure quality of implementation and deliverables, alignment with budget allocations, compliance with USAID standards and stakeholder expectations (including key risk identification, risk mitigation, and compliance with transparency and due diligence requirements), and sustainability  
  • Manage local and remote teams of long- and short-term expert and support staff—directly supervising senior programmatic, technical, and field staff and coordinating overall workflow and human resources protocols— and coordinate with colleagues in other offices to ensure effective delivery of program activities  
  • Represent PYXERA Global by coordinating program activities remotely and in-person with USAID officials; government authorities; country office staff; and academic institution, businesses, community implementing partners, and development stakeholders to achieve program goals and objectives  
  • Oversee the timely development and implementation of high-quality program reporting, operating plans, requirements, and templates on quarterly, semi-annual, annual, and other bases in line with USAID guidelines and stakeholder requirements  
  • Administer robust monitoring and evaluation mechanisms, project management tools, and efficient systems to ensure effective implementation and regular communication of project results  
  • Promote and uphold a diverse and inclusive working environment conducive to safety, non-discrimination, open and equitable and discussion, gender integration, and the advancement of minority and human rights  
  • Other duties, as assigned 

 

KNOWLEDGE & SKILL REQUIREMENTS 

Required

  • Minimum of ten years’ progressive experience supporting or leading the design and implementation of complex international development projects of a similar scope  
  • Demonstrated responsibility and success managing medium-to-large technical and administrative teams and projects with USAID-supported development projects  
  • In-depth knowledge of USAID policies and rules  
  • Technical expertise in innovative economy, entrepreneurship support, venture funding, or similar fields 
  • Experience in local capacity building, building partnerships with local organizations, private sector engagement, government relations, inclusion, and related areas 
  • Experience in working with local NGOs and local and international private sector in activities’ implementation, including as sub-awardees 
  • Ability to analyze complex, sensitive issues and ensure strategic program coherence in dynamic environments 
  • Track record of successfully building and effectively managing diverse teams of employees 
  • Excellent interpersonal skills, creative problem-solving, and outstanding judgment  
  • Commitment to diversity, inclusion, and sustainability that encourages a work culture of mutual respect  
  • Native-level fluency and communication ability in oral and written English and Russian 
  • Experience working within Central and Eastern Europe 
  • Bachelor’s degree in Economics, Business Administration, International Development, Law, or a related field  
  • Citizenship of a European Union country, Belarus or Ukraine 

 

Preferred:

  • Advanced degree in Economics, Business Administration, International Development, Law, or a related field  
  • Experience working in Belarus 
  • Native-level fluency or professional proficiency in Belarusian
