Job Description

PYXERA Global seeks a Monitoring and Evaluation (M&E) Officer to develop and manage the M&E framework for the anticipated five-year USAID Youth Actively Create Opportunities (YACO) in North Macedonia. This activity aims to strengthen youth’s competencies for careers and life, promote self-reliance and civic values, and provide economic opportunities through resource partnerships.

The M&E Officer will be responsible for developing and implementing the program’s M&E framework in broad consultation with internal and external stakeholders, leading program M&E activities, and providing strategic information on program effectiveness. This includes stakeholder data collection, management and analysis, program reporting, and overall strengthening of the team’s technical capacity.

Key Position Responsibilities:

  • Lead the development and implementation of baseline data collection and monitoring of progress and impact over time
  • Establish and manage internal M&E systems for effective and efficient project data management and reporting
  • Design, adapt, and apply quantitative and qualitative tools to assess and monitor YACO activities for technical assistance, interpretation, and information
  • Organize the collection, management, analysis, and regular reporting of data on progress and issues with ongoing projects
  • Assist in the prompt coordination, development, and writing of major organizational reports and evaluations for staff
  • Assess the needs and coordinate capacity development initiatives for M&E and data collection and management
  • Support team members through the assessment and monitoring cycles to review the quality of work and ensure expected deliverables are promptly met
  • Ensure the program’s logistical framework objectives, expected results, performance indicators, means of verification, assumptions, and risks are regularly reviewed, up-to-date, and effective throughout all levels of the project
  • Undertake regular field visits to ensure compliance and timely execution of monitoring and evaluation activities
  • Orient and train project staff in understanding and applying results-oriented monitoring and evaluation policies, tools, and methods
  • Create and execute a quality control system for program data gathering, management, and analysis

Requirements

Required:

  • Master’s degree or equivalent in International Development, Economics, Business, or a related field
  • 10 years of experience conducting baseline data, program evaluation, and impact assessments; 5 years of monitoring and evaluation work at the supervisory level
  • Demonstrated experience with research and data collection and analysis tools
  • Excellent command of Excel and statistical analysis software
  • Professional experience with development projects relating to economic or MSME development, entrepreneurship, youth development and leadership, civic engagement and social responsibility, gender equality, social inclusion or other relevant technical areas
  • Excellent analytical skills and attention to detail in a fast-paced, multi-tasking environment
  • Oral and written fluency in English; ability to write effectively and present information in a variety of settings

Preferred:

  • Experience applying innovative technology solutions to collect and/or analyze data from a variety of stakeholders
  • Experience working within North Macedonia or the Balkans, specifically in youth development and leadership, youth civic engagement and social responsibility, gender equality, or other relevant technical areas
  • In-depth knowledge about North Macedonia’s political, social, cultural, economic, and environmental context
  • Professional proficiency in Macedonian, Albanian a plus
  • Citizens of North Macedonia or the Balkan region are strongly encouraged to apply.
